As weak as they were, there were a few things you can forgive just by the nature of the platform. There is an entire generation whose only exposure to various musical genres comes from the soundtracks of these three games. You can see their DNA fluctuating around almost every open world title made since then, and pretty much anyone who makes in-engine footage owes Rockstar a debt that went completely Hollywood in the beginning. There is a strong argument that Grand Theft Auto III, Vice City and San Andreas are the three most influential games of the 21st century.
